1. Background
Team4UA implements humanitarian and early recovery projects across Ukraine to ensureinclusive, dignified, and protection-oriented assistance to internally displaced persons (IDPs). Under the EASE 2.0 project (Emergency Assistance and Support to Evacuation), Team4UA supports improved living conditions in collective centers and strengthens protection and psychosocial support services for internally displaced persons, particularly individuals with mobility limitations, disabilities, and other vulnerabilities. To strengthen MHPSS service delivery, Team4UA is recruiting a Psychosocial Support Officer.
2. Position Overview
Under the supervision of the Protection Services Coordinator, the Case Officer supports the identification, assessment, and case management of highly vulnerable IDPs residing in supported collective centers. The role ensures that beneficiaries receive appropriate protection, social support, and referrals through individualized care planning in line with humanitarian protection standards and Ukrainian legislation.
3. Key Responsibilities
A. Case Management and Individual Support
- Identify vulnerable beneficiaries requiring individual case management.
- Conduct needs assessments and develop Individual Care Plans.
- Ensure informed consent, confidentiality, and respect for beneficiary dignity.
B. Coordination and Implementation
- Coordinate implementation of Individual Care Plans with social helpers and service providers.
- Facilitate referrals to protection, health, psychosocial, legal, and social services.
- Liaise with local authorities, social services, and humanitarian partners.
C. Monitoring, Documentation, and Reporting
- Maintain accurate and confidential case files.
- Monitor case progress and update care plans as needed.
- Contribute to internal reporting on case trends and protection concerns.
D. Compliance and Safeguarding
- Ensure compliance with national legislation and humanitarian protection standards.
- Promote safeguarding principles including PSEA and accountability to affected populations.
- Report protection risks and safeguarding concerns according to organizational procedures.
4. Qualifications and Experience
Education
- University degree in social work, psychology, sociology, law, public health, or related field.
Experience
- Minimum 2−3 years of professional experience in case management, social work, protection programming, or humanitarian assistance.
- Experience working with IDPs, vulnerable populations, or persons with disabilities is strongly preferred.
Skills and Competencies
- Strong case management and documentation skills.
- Ability to handle sensitive cases with empathy and professionalism.
- Knowledge of protection principles and referral mechanisms.
- Strong communication and coordination skills.
Languages
- Fluency in Ukrainian required.
- Working knowledge of English is an asset.
5. Supervision and Reporting
The Case Officer reports to the Protection Suport Mobile Unit Coordinator and works closely with protection teams, social helpers, site management, local authorities, and partner organizations.
6. Duration and Duty Station
Duration: 12 monthsDuty Station: Dnipro, Ukraine (with travel within Dnipropetrovsk oblast).
7. Reservation
Subject to Ukrainian legislation and organizational eligibility, the position may qualify for staff reservation (military deferment).
