1. Background
Team4UA is a Ukrainian charitable organization established in March 2022 implementing humanitarian relief, recovery, and reconstruction initiatives across Ukraine.
Within the IMPACT project (Immediate Multisectoral Priority Assistance for Conflict-affected Territories), Team4UA provides rapid multisectoral humanitarian assistance to conflict-affected populations, particularly in frontline areas and regions experiencing active displacement.
The project supports evacuation coordination, emergency assistance, and protection services aimed at assisting civilians exposed to security risks, shelling, and forced displacement. Due to the high-risk operational context, strong safety procedures and staff preparedness are essential for safe and effective field operation.
2. Purpose of the Assignment
Under the supervision of the Project Manager, the Duty of Care & Training Officer is responsible for planning, implementing, and monitoring staff safety and capacity-building initiatives within the IMPACT project.
The role focuses on strengthening staff readiness, coordinating training activities, and ensuring that project teams and partners operate in accordance with humanitarian safety standards and protection principles.
3. Key Responsibilities
A. Training Strategy & Capacity Building
- Design and implement a comprehensive training program for staff, volunteers, and partner organizations.
- Organize training sessions on humanitarian safety standards, protection principles, and operational readiness.
- Facilitate peer learning and knowledge-sharing sessions between project teams and consortium partners.
- Provide mentoring and technical guidance to staff to strengthen service delivery and operational capacity.
B. Safety Protocols & Risk Management
- Develop and implement safety procedures for project teams operating in field environments.
- Organize first aid and life-saving training sessions, including the use of individual first aid kits (IFAK).
- Conduct risk awareness sessions related to explosive ordnance and other field risks.
- Support the development and implementation of safety procedures related to field operations, including UAV or drone use where relevant.
C. Duty of Care Management
- Ensure that staff welfare and safety standards are maintained across project operations.
- Coordinate insurance processes for volunteers and project staff where required.
- Manage the distribution, monitoring, and tracking of personal protective equipment (PPE), safety kits, and related equipment.
- Report and escalate critical safety incidents to project management.
D. Documentation & Operational Support
- Support the development and updating of SOPs, safety guidelines, and training materials.
- Maintain records of training activities, safety equipment distribution, and staff preparedness indicators.
- Document lessons learned and good practices related to staff safety and training activities.
- Perform other related duties as assigned by the supervisor.
4. Deliverables
- Implementation of regular staff safety and capacity-building training sessions.
- Updated safety training records and training completion reports.
- Accurate tracking of safety equipment, PPE, and insurance coverage.
- Updated monitoring data related to staff preparedness and safety indicators.
- Documentation of lessons learned, best practices, and capacity-building outcomes.
- Support to the development of safety guidelines and operational procedures.
5. Qualifications and Experience
Education
- Bachelor’s degree in security management, humanitarian affairs, public health, education, human resources, or a related field.
- Specialized training or certification in humanitarian safety or security management is an asset.
Experience
- Minimum 3 years of relevant professional experience in staff training, safety management, duty of care systems, or capacity-building programs.
- Experience in humanitarian or emergency response contexts is strongly preferred.
- Experience delivering training or facilitating learning sessions is an advantage.
Technical Skills & Competencies
- Strong facilitation and training delivery skills.
- Understanding of humanitarian safety standards and protection principles.
- Strong organizational skills and ability to manage multiple tasks under pressure.
- Proficiency in MS Office and data collection tools.
Languages
Fluency in Ukrainian and working knowledge of English are required.
6. Supervision and Reporting
The Duty of Care & Training Officer reports to the Project Manager and works in close coordination with project teams and relevant internal departments to ensure staff safety, preparedness, and training activities are effectively implemented.
7. Duration and Duty Station
- Duration: 6 months, with possible extension subject to funding.
- Duty Station: Dnipro, Ukraine.
