Team4UA is Looking for Partners for Safe Evacuation and Care Support for Civilians in Donetsk, Zaporizhzhia, Kharkiv, and Poltava Oblasts

Intensified offensives and drone strikes in 2025 have left over 250,000 civilians in frontline areas facing immediate threats to their lives, safety, and well-being. In the eastern frontline oblasts alone, over 164,000 people were displaced in early 2026. With elderly people and people with disabilities making up a significant portion of IDPs, the demand for specialized home-based care and accessible accommodations remains critical.

In response to these dire challenges, Team4UA launches the Second Call for Expressions of Interest under the “Emergency Assistance and Support to Evacuations (EASE 2.0)” project, supported by the UN OCHA Ukraine Humanitarian Fund (UHF). The project offers a structured and scalable approach to evacuation, social transportation, and post-evacuation support.

Team4UA is looking for up to 7 capable and experienced national NGO (NNGO) partners to carry out humanitarian activities in the following regions:

  • Donetsk Oblast;
  • Zaporizhzhia Oblast;
  • Kharkiv Oblast;
  • Poltava Oblast (with potential extension to Dnipropetrovsk, Kherson, and Mykolaiv oblasts).

Key Call Details:

  • Target Activities: direct evacuation of civilians, social transportation, post-evacuation protection support, and home-based care.
  • Project Duration: from 3 to 6 months, implemented between September 2026 and March 2027.
  • Funding Available:
    • For new partners — grants up to 65,000 USD (including 7% overhead costs);
    • For current and former TEAM4UA / TERA Consortium partners — grants over 65,000 USD based on performance and capacity.
  • Application Deadline: August 6, 2026, before 23:59 (Kyiv time).
