Intensified offensives and drone strikes in 2025 have left over 250,000 civilians in frontline areas facing immediate threats to their lives, safety, and well-being. In the eastern frontline oblasts alone, over 164,000 people were forced to leave their homes in early 2026. A significant portion of internally displaced persons (IDPs) consists of elderly individuals and people with disabilities, keeping the demand for specialized home care and accessible housing acute — bedridden and low-mobility evacuees struggle to find suitable living accommodations.
In response to these challenges, the Charitable Organization “Charity Fund “Team4UA”, as part of the “Emergency Assistance and Support to Evacuations (EASE 2.0)” project supported by the Ukraine Humanitarian Fund (UHF), announces the Third Call for Expressions of Interest (EoI).
The project, implemented by the TERA Consortium led by Team4UA, offers a structured and scalable approach to evacuation, aligning efforts with the daily realities of field operations.
Areas and Scope of Assistance
Team4UA is looking for capable and experienced partner organizations among national non-governmental organizations (NNGOs) to directly carry out in the following oblasts:
- Donetsk
- Zaporizhzhia
- Kharkiv
- Dnipropetrovsk
- Kherson
- Mykolaiv
Key Competition Conditions:
- Target Activities: identification and evacuation of civilians from active conflict zones (priority activity), social transportation, provision of post-evacuation protection, and follow-up support.
- Project Duration: from 3 to 6 months between October 2026 and March 2027.
- Funding Amount:
- For new partners — grants up to 65,000 USD (including 7% administrative overhead costs).
- For current and former partners of Team4UA / TERA Consortium — potential funding exceeding 65,000 USD (subject to approval).
Selected NNGO partners will additionally be provided with appropriate duty of care (e.g., personal protective equipment, insurance) and capacity-building measures (e.g., training).
Eligibility Criteria and Selection
National NGOs applying for the call must meet the following criteria:
- Be officially registered in Ukraine for at least 1 year.
- Hold non-profit status and have no political affiliation.
- Not provide aid to the military on behalf of the humanitarian organization.
- Submit a complete application package before the deadline.
Priority will be given to applicant organizations demonstrating proven experience in target locations, capacity to work safely and respectfully with low-mobility individuals, an established staffing structure (including a dedicated accountant/financial specialist), and documented internal policies and SOPs.
Timeline
- August 21, 2026 — Call publication.
- By August 31, 2026 (23:59) — Application deadline.
- By September 11, 2026 — Partner selection.
- By October 2, 2026 — Grant agreement process.
- October 2026 – March 2027 — Field project implementation.
