Vacancy: Partners Internal Audit Officer

  1. Background

Team4UA implements integrated humanitarian projects (IMPACT, EASE 2.0, ACCESS) providing life-saving assistance in frontline regions and areas with high concentrations of internally displaced people (IDPs). We have established the TERA Consortium — the first consortium of national NGOs in Ukraine — to strengthen localization and ensure an effective humanitarian response.

2. Purpose of the Position

Assesses the financial viability of partner organizations, monitors the implementation of signed agreements, budgets, and the availability of supporting documents for financial reporting in accordance with donor requerments and Ukrainian legislation.

3. Key Responsibilities

3.1. Review and audit of partner monthly financial statements:

  • Verification of the correctness of primary documentation (act of certificates, invoices, receipts, checks) and their compliance with the donor’s request and Ukrainian legislation;
  • Analysis of submitted partner financial statements for the intended use of funds (compliance with approved budgets);

3.2. Risk Assessment and Compliance:

  • Monitoring compliance with tax and labor laws and strict donor requirements (UHF, UN, etc.);
  • Detection and prevention of potential fraudulent schemes, interest issues, and misuse of grants.

3.3. Policies development

  • Development, implementation, and updating of internal policies and procedures (Internal Control Policies) for partner relationships;
  • Consultations for partner organization employees on financial reporting;
  • Providing financial report templates, checklists, and instructions to improve partner financial literacy.

3.4. Finance monitoring and reporting

  • Documentation of all inspection results: preparation of reports, reports, and conclusions detailing any identified violations;
  • Oversight of the elimination of identified errors and violations (Follow-up monitoring);
  • Preparation of consolidated analytical reports for Board members.

4. Requirements & QualificationsProfessional Experience

  • 2−3 years of experience in auditing, financial control or accounting (preferably experience in the non-profit sector donor-funded projects).

Education

  • A Bachelor’s or Master’s degree in Finance, Accounting or Economics.
  • Professional financial certification (ACCA, CPA, CIMA) is preferred.

Technical Skills

  • Understanding the regulatory framework for charitable and social activities in Ukraine (laws on civil society, tax code, etc.).
  • Experience in donor financial reporting, checking partner reports for compliance with major donor regulations (USAID, EU, ECHO, UN agencies, FCDO, SDC or large international NGOs).
  • Advanced proficiency in Excel and proficiency with financial software/tools.

Languages

  • Fluency in Ukrainian and good proficiency in English (not lower than upper intermediate).

  • High attention to detail, accuracy in financial calculations, and strong analytical skills.
  • Strong teamwork and cross-department collaboration skills.
  • Proactive mindset with ability to propose improvements, solutions, and new approaches.

5. Accountability

Responsible for:

  • Accuracy and completeness of partner`s audits.
  • Ensuring compliance of partners processes with internal Fund, donor policies and procedures and Ukraine legislation.
  • Timely reporting of discrepancies or risks

6. Working Relationships

Works closely with:

  • Finance, Operations, Programme, MEAL, Compliance teams;
  • Local partner organisations ;
  • External auditors and donors.

Issues beyond delegated authority must be escalated to the line manager.

Working Conditions

  • Official employment under Ukrainian labor legislation.
  • Medical insurance and social package.
  • Contract duration: 30-Apr-2027.
  • Duty station: Kyiv.
  • Start date: As soon as possible.
  • Reports to: Internal auditor/Chief of Staff.
