Vacancy: Finance specialist

Duty Station: Lviv, Ukraine

Duration: 6 months (with possible extension)

Start Date: July 13, 2026Reports to: Finance Manager

1. Background Team4UA is a Ukrainian charitable organization established in March 2022 implementing humanitarian relief, recovery, and reconstruction initiatives across Ukraine in cooperation with international partners, UN agencies, and civil society organizations.

Due to the high-risk operational context and the multi-partner implementation model, strong project management and monitoring systems are essential to ensure coordination, accountability, and compliance with donor requirements.

2.Purpose of the role

To ensure financial control, the appropriate use of funds and full compliance of the financial reports of partner organisations (sub-grantees) with the requirements of our organisation and international donors (ECHO, UNHCR, OCHA, etc.). The role combines the functions of a financial controller, auditor and mentor for local civil society organisations (CSOs/CBO).

Key responsibilities and step-by-step instructions

A. Initial review and verification of partners’ reports (Monthly)

  • Receiving reports: Receive financial reports from partners in accordance with the set
  • deadlines.
  • ‘Plan-Actual’ check: Compare the partner’s actual expenditure with the approved
  • budget of the grant agreement. Identify deviations (overspending or under-spending).
  • Comprehensive document review: Request source documentation (invoices,
  • receipts, contracts, payment schedules) from the partner for detailed verification.
  • Eligibility assessment: Verify the ‘eligibility’ of expenditure in accordance with the
  • requirements of the specific donor:
  1. the availability of three commercial quotations for procurements;
  2. the presence of beneficiaries’ signatures on aid statements;
  3. the absence of double funding for the same expenses.

B. Communication and resolution of non-compliance

  • Compiling a list of observations via email: Based on the audit results, draw up a
  • clear written list of queries and rejected expenses, stating the reasons.
  • Monitoring corrections: Provide feedback to the partner and set a deadline for
  • submitting missing documents or correcting errors.
  • Approval of tranches: Only grant financial approval for the transfer of the next
  • tranche of funds to the partner following the successful approval of the report for theprevious period.

C. Capacity Building

  • Financial onboarding: Conduct training for finance staff and accountants at new partner organisations before the project begins (explain the rules for preparing reports, report templates and document requirements).
  • Advisory support: Maintain contact with partners to resolve complex issues.
  • Tool development: Provide partners with ready-made Excel templates, checklists for verifying procurements and sample forms.

D. Internal accounting and preparation for audits

  • Data consolidation: Enter verified data from partners’ reports into the fund’s central financial system.
  • Archive management: Ensure that all partners’ financial reports and scans of their source documents are stored in a structured format on the corporate drive.
  • Preparation for donor audits: In the event of an external project audit, promptly compile and provide auditors with complete sets of documents for each partner, and act as the main point of contact for matters relating to partner expenditure.

3.Candidate requirements

Education: Higher education (finance, accounting and auditing, economics).

Work experience: At least 3 years’ experience in accounting, financial monitoring or

auditing. Experience working in the non-profit sector (NGO/INGO) with sub-granting

will be a significant advantage.

Technical skills: Advanced proficiency in MS Excel, including pivot tables and

conditional formatting formulas, and experience with accounting software (1C/BAS).

Knowledge of donor regulations: Understanding of the basic requirements of

international donors (e.g. procurement rules, restrictions on administrative cost

limits).

Languages: Knowledge of English at Upper-Intermediate (B2) level for

correspondence and analysing English-language grant agreements.

Personal qualities: High attention to detail, emotional resilience and diplomacy when

communicating with partners (ability to justify the rejection of expenses without

causing conflict).
