Team4UA, as a lead of the TERA Consortium, fully endorse and support the Position Statement for the Ukraine Recovery Conference — #URC2026.
Our focus is on humanitarian localization, evacuation support, access to healthcare and social services, and strengthening support for communities in war-affected regions.
Throughout the years of the full-scale invasion, our field operations have enabled us to gather systemic data, practical insights, and deep expertise directly alongside the communities we serve.
We are convinced that this unique experience and understanding of local needs must serve as the foundation for planning recovery processes at the national, regional, and local levels. Localization should be viewed not merely as the transfer of financial resources, but as an equitable sharing of responsibility, influence, and decision-making power.
We call upon the Government of Ukraine and international partners at URC 2026 in Gdańsk to ensure the systemic inclusion of national non-governmental organizations in shaping recovery policies, programs, and priorities.
Key conditions for this include direct, flexible, and multi-year funding, parallel support for humanitarian response and recovery processes, as well as creating opportunities for the full participation of national NGOs within the public-private partnership (PPP) system.
