Vacancy: Support Services Officer (IMPACT)

Location of Activities: Multiple, Ukraine

1. Background

Team4UA coordinates the TERA Consortium to deliver a comprehensive humanitarian response addressing the needs of displaced and conflict-affected populations across Ukraine.

IMPACT Project: Immediate Multisectoral Priority Assistance for Conflict-affected Territories initiative adopts an integrated, multi-cluster approach to deliver rapid, life-saving assistance across high-severity (severity 4−5) frontline regions of Ukraine, including Chernihiv, Sumy, Kharkiv, Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, and Mykolaiv oblasts. Through the capacities and operational reach of TERA consortium partners and specialized sub-partners, the project prioritizes last-mile delivery of cash assistance, in-kind relief items, and essential health and protection services while supporting frontline institutions and maintaining critical life-saving services in highly insecure environments.

2. Purpose of the Assignment

The Support Services Officer (SSO) ensures the efficient, transparent, and compliant execution of support services operations, enabling programmes and projects to achieve their objectives. The position contributes to the smooth functioning of organizational operations including procurement, finance, human resources, logistics, and administration in compliance with organizational policies and procedures. The incumbent will work closely with project teams, operations staff, and external partners to ensure that support services contribute to the timely delivery of project outputs.

3. Key Responsibilities

A. Operations and Administrative Management

  • Ensure the effective coordination of administrative services and operational processes.
  • Support implementation of internal policies, procedures, and standard operating procedures.
  • Provide operational advice to programme teams and management.
  • Maintain documentation and records related to operational activities.

B. Procurement and Contract Management

  • Support procurement of goods and services in accordance with organizational procurement procedures.
  • Assist in preparation of procurement plans and requisitions.
  • Prepare Terms of Reference (ToRs), Request for Quotations (RFQs), or Requests for Proposals (RFPs).
  • Support evaluation processes and contract management activities.
  • Monitor procurement activities and ensure compliance with organizational rules.

C. Financial Management Support

  • Assist in financial planning, budgeting, and monitoring expenditures.
  • Maintain financial records and documentation for audit and reporting purposes.
  • Process payments and ensure compliance with financial regulations.
  • Monitor budget utilization and support financial reporting.

D. Human Resources Support

  • Support recruitment and onboarding processes for personnel.
  • Assist in managing personnel records and contracts.
  • Monitor attendance, leave, and travel authorizations.
  • Support staff training and development initiatives.

E. Logistics and Asset Management

  • Coordinate logistics activities including procurement, delivery, and inventory management.
  • Maintain asset registers and inventory records.
  • Support fleet management and office facility management.
  • Coordinate travel arrangements and mission logistics.

F. Coordination and Reporting

  • Liaise with programme teams, partners, and service providers.
  • Support preparation of operational reports and documentation.
  • Contribute to monitoring and evaluation of operational processes.

Perform any other related duties as assigned by the supervisor.

4. Expected Deliverables

  • Effective operational support for program and project activities.
  • Procurement processes completed according to regulations.
  • Accurate financial and administrative documentation.
  • Efficient logistics and asset management systems.
  • Regular operational and financial reports.

5. Qualifications and Experience

Education: Bachelor’s or Master’s degree in Business Administration, Public Administration, Operations Management, Logistics, Finance, or related fields.

Experience:

  • Minimum 3−5 years of relevant professional experience in operations, administration, procurement, finance, or logistics.
  • Experience working with INGO, NGO, international organizations, or the UN system is an advantage.

Languages: Fluency in Ukrainian and working knowledge of English desired.

6. Reporting Line

The Support Services Officer will report to the Project Manager and work in coordination with the Team4UA Program/Protection team, implementing partners, and relevant departments of the regional authorities.
