Team4UA and Ptaha NGO conducted monitoring visits to collective centers across Lviv Oblast.
Our team visited both urban locations – Stryi (two sites), Brody and Sosnivka – and rural communities: Bilyi Kamin, Zabolottsi, Komariv, Stoianiv and Modrychi.
Here’s what we observed:
- a wide gap in living conditions: from relatively well-equipped spaces to those requiring major upgrades;
- delays in state utility compensation due to a complex application process;
- most sites remain inaccessible for people with disabilities or reduced mobility (no ramps, handrails, etc.);
- a clear need for regular social, psychological and legal support services;
- examples of strong local engagement where communities actively support residents and maintain the centres.

Based on these insights, we have already met with the Ministry of Social Policy to discuss the condition of the sites, the issue of timely utility reimbursements, and the need to strengthen social support and case management, grounded in the realities we observed on the ground.
Activity is implemented within the framework of the ACCESS project, in collaboration with the TERA Consortium, with financial support from Ukraine Humanitarian Fund (UHF).
