Vacancy: HR Manager

Department: Operations / HR Department

Location: Kyiv / Lviv (with field travel as required)

Position Summary

The HR Manager is responsible for leading the Human Resources Department, ensuring effective people management in alignment with Team4UA’s core values and humanitarian principles. The role focuses on the full employee lifecycle, including recruitment, onboarding, performance management, and ensuring strict compliance with Ukrainian labor legislation and donor regulations.

A. Strategic HR Management & Compliance

  • Implement and update HR policies (e.g., HR Handbook, Code of Conduct) in line with best practices and donor requirements.
  • Ensure all personnel actions comply with Ukrainian labor laws and the organization’s Internal Control System.
  • Manage the organizational salary scale and ensure equitable remuneration practices.
  • Oversee personnel accounting, including the maintenance of accurate digital and physical employee files.

B. Recruitment and Onboarding

  • Lead end-to-end recruitment processes, from job requisition to contract signature, ensuring transparency and fairness.
  • Facilitate the induction and onboarding process for new staff to ensure rapid integration into humanitarian operations.
  • Manage contract extensions, amendments, and status changes in coordination with department heads.

C. Performance Management & Development

  • Implement and oversee the annual and probationary performance evaluation systems.
  • Identify staff training needs and contribute to the Annual Capacity Building Plan.
  • Design, schedule, and facilitate mandatory and professional development training sessions for all staff.
  • Coordinate capacity building initiatives and training sessions for implementing partners, focusing on compliance, organizational policies, and humanitarian standards.
  • Foster a culture of professionalism, accountability, and «Duty of Care» for all employees.

D. Employee Relations & Ethics

  • Serve as a focal point for grievance procedures and official complaints, ensuring objective analysis and conflict resolution.
  • Promote a culture of zero tolerance for fraud, corruption, and Sexual Exploitation and Abuse (PSEA).

E. Operational Coordination

  • Coordinate with the Finance Department on payroll, timesheet tracking, and budget forecasting.
  • Participate in strategic workshops and coordination meetings to align HR priorities with organizational goals.
  • Maintain HR data within internal systems (e.g., CRM People Force) for accurate reporting.

Required Qualifications & Experience

  • Education: Master’s degree in Human Resources, Business Administration, Psychology, or a related field.
  • Experience: Minimum 5 years of professional HR experience in the humanitarian or non-profit sector in Ukraine.
  • Technical Skills: Deep knowledge of Ukrainian Labor Code and HR best practices; experience with donor-funded project HR requirements; proficiency in MS Office / Google Workspace and HRIS/CRM tools.
  • Core Competencies: Strong communication, conflict resolution, analytical thinking, and ability to handle sensitive information with high confidentiality.
  • Languages: Fluency in Ukrainian and strong working knowledge of English (B2/C1).
