Vacancy: Security Officer

1. Background

Team4UA is a Ukrainian charitable organization established in March 2022, with extensive experience in emergency response, recovery, and innovative reconstruction projects. The organization collaborates with UN agencies, international NGOs, and donors, and operates across Kyiv, Lviv, and Dnipro.

2. Purpose of the Assignment

Reporting to the Security Advisor, the Security Officer ensures the safety of personnel, assets, and facilities by integrating risk management into all program activities.

3. Key Responsibilities

The specific duties and responsibilities of the Security Officer include, but are not limited to:

A. Threat and Risk Assessment

  • Assessing threats to Team4UA operations in frontline, border, and other regions of Ukraine; developing and implementing risk mitigation measures.

B. Security Plan and Standard Operating Procedures (SOPs)

  • Developing and updating security plans, SOPs, and emergency response protocols.
  • Monitoring personnel safety during travel (convoy tracking, communication).
  • Ensuring the team is equipped with protective gear, communication tools, and emergency vehicle equipment.
  • Conducting staff briefings and training on security procedures, communications, and movement restrictions.

C. Information Sharing and Reporting

  • Providing operational recommendations to management and reporting immediately on incidents involving personnel or organizational assets.
  • Preparing situational reports for project staff.
  • Liaising with local authorities and law enforcement, and coordinating with partners and stakeholders (NGOs, INSO, CIMIC, UN).
  • Conducting incident investigations upon request.

D. Office and Residential Security

  • Conducting regular security audits of offices and residential premises for compliance.
  • Ensuring adherence to existing facility security plans and emergency protocols, including their periodic update.

E. General Duties

  • Readiness for short-notice travel.
  • Performing other security-related tasks as directed by the Security Advisor and senior management.

4.Deliverables

  • Ensuring the safety of Team4UA employees and organizational assets in operational regions.
  • Providing accurate, reliable, and timely information to all stakeholders.
  • Supporting the development of security instructions and operational procedures.

5. Qualifications and Experience

Education

Graduation from a higher education facility in a relevant subject is preferred, however secondary education and additional professional experience beyond the minimum will be considered.

Experience

  • At least 2 years of experience in security.
  • At least 1 year of experience working in international NGOs in Ukraine.
  • Experience successfully collaborating with local stakeholders, such as local and international NGOs, local authorities, community members, etc., while demonstrating tact and diplomacy.

Skills and Competencies

  • Demonstrate cultural sensitivity and the ability to work in a multicultural environment.
  • Support the organization’s corporate goals and values.
  • Strong communication skills.
  • Ability to handle sensitive information with confidentiality and accuracy.
  • Proven ability to manage multiple tasks, prioritize effectively, and meet deadlines.
  • Strong attention to detail and compliance with procedures.
  • Ability to work independently and collaboratively in a diverse and sensitive environment.
  • Confident user of MS Office (Word, Excel, Outlook).

Languages

  • Ukrainian: fluent.
  • English: strong working knowledge (B2/C1).

6. Supervision and Reporting

The Security Officer will report to the Security Advisor and will coordinate closely with project teams and relevant internal staff to ensure timely and compliant implementation of Security processes in line with Team4UA policies and procedures.

8. Duration and Duty Station

Duration: 6 months, with possible extension subject to funding.

Duty station: Dnipro/Kyiv.

Working hours: Monday-Friday, 9:00—18:00 / 10:00—19:00 (Support in emergency situations 24/7).
