About the Project
The IMPACT initiative provides rapid, life-saving assistance (cash, in-kind relief, health, and protection services) across high-severity frontline regions (severity 4−5). We operate in Chernihiv, Sumy, Kharkiv, Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, and Mykolaiv oblasts through the TERA consortium.
Purpose of the Role
The Regional Field Coordinator ensures that project activities are implemented in line with humanitarian principles, technical guidance, and field realities. This is an operational oversight role focused on independent field-level qualitative assurance and verification through direct observation and spot checks.
Note: This is not a MEAL (Monitoring, Evaluation, Accountability, and Learning) role. It focuses on operational verification and risk escalation.
Areas of Responsibility (AoR)
Candidates will be assigned to one of the following sub-regions:
- Sub-region 1: Chernihiv and Sumy
- Sub-region 2: Kharkiv and Donetsk
- Sub-region 3: Zaporizhzhia, Dnipropetrovsk, Kherson, and Mykolaiv
Key Responsibilities
- Field Assurance: Conduct regular/unannounced visits to project sites, warehouses, and distribution points to verify quality and compliance.
- Operational Monitoring: Observe distributions and service delivery to ensure they are safe, dignified, and meet strategy requirements.
- Beneficiary Verification: Conduct spot-check interviews to confirm assistance receipt and identify issues like exclusion or gatekeeping.
- Stock & Logistics: Perform physical spot checks of warehouses and stock reconciliation (dispatch vs. physical presence).
- Risk & Escalation: Immediately identify and report «red flags» (aid diversion, fraud, safeguarding concerns, or serious gaps).
- Partner Liaison: Coordinate with consortium partners at the field level and follow up on corrective actions.
- Team Supervision: Manage a Field Officer and coordinate with the Driver-Security Officer.
Requirements
- Education: University degree in Humanitarian Action, Social Sciences, Logistics, Public Health, or related fields.
- Experience: 4−5 years in humanitarian field operations, monitoring, or compliance. Experience in frontline/insecure settings in Ukraine is essential.
- Skills: Strong observation skills, understanding of anti-fraud/protection principles, and ability to use digital reporting tools.
- Languages: Fluency in Ukrainian is required; working English is desirable.
- Flexibility: Readiness for extensive travel (75% field time) and mobile deployment.
