As of 2026, Ukraine remains the most heavily contaminated country in the world by explosive ordnance, with vast territories potentially affected by mines and unexploded ordnance. In Dnipro Oblast, particularly within frontline hromadas, risks continue to escalate due to persistent shelling and the volatile security environment.
The most vulnerable categories are children and adolescents, rural populations with restricted access to information, and farmers forced to work close to potentially hazardous territories. In response to these critical challenges, there arose an urgent need for an “EORE” (Explosive Ordnance Risk Education) project that integrates direct community information sessions, inclusive approaches, and the reinforcement of local capacities.
Project Description
The project “Targeted Explosive Ordnance Risk Education (EORE) in Dnipro Oblast” is a 6-month comprehensive intervention aimed at reducing casualties and risk-taking behavior among the civilian population by increasing mine safety awareness.
The project relies on conducting direct information sessions in strict accordance with the International Mine Action Standards (IMAS 12.10), complemented by the dissemination of tailored public information materials and the integration of inclusive and trauma-informed approaches.
Core Activities
- Recruiting and training a specialized expert team of EORE facilitators in conflict-sensitive communication and explosive ordnance hazard identification.
- Passing national accreditation with the Ukrainian Mine Action Center to attain official EORE mine action operator status for the organization.
- Deploying mobile outreach teams to conduct face-to-face explosive ordnance safety awareness sessions for children, adults, IDPs, and rural populations in frontline hromadas.
- Monitoring project learning outcomes and behavioral retention through pre- and post-session KAP (Knowledge, Attitudes, and Practices) assessments of the participants.
- Developing and distributing printed and digital materials tailored to the specific types of explosive ordnance prevalent in Dnipro Oblast.
- Establishing an effective mechanism for community members to collect and safely report explosive hazards and suspicious items directly to relevant state authorities.
Project Geography
The project is implemented within Dnipro Oblast, with a strategic focus on Kamianskyi, Kryvyi Rih, Synelnykivskyi, and Pavlohradskyi raions, with the flexibility to adapt priority hromadas in accordance with the changing security situation and guidance from the Mine Action Center.
Expected Results
- Official EORE mine action operator status and national certification successfully obtained by the organization in Ukraine.
- A specialized team of 3 EORE-certified facilitators fully trained and operational.
- 3,000 direct beneficiaries reached and educated through face-to-face community EORE sessions.
- At least 80% of session participants demonstrating improved EO risk knowledge based on post-session KAP assessment results.
- Approximately 2,000 indirect beneficiaries reached through targeted public information dissemination.
- Engagement of over 1,000 households in safe behavioral practices through distributed awareness materials.
- Strengthened community-level reporting systems regarding explosive ordnance hazards to state authorities
Implementing Partners
The project is directly implemented by CF “Team4UA” in close coordination and alignment with the Ukrainian Mine Action Center. The Mine Action Center provides essential technical oversight, monitors strict adherence to IMAS standards, and guides targeted prioritization across the area of responsibility.
