Background
The prolonged crisis and intense military actions along the frontline in Ukraine have caused a significant increase in humanitarian needs across frontline, de-occupied, and border hromadas. The population faces the destruction of housing and infrastructure, financial instability, and shortages of food, medicine, and basic services. Low-mobility individuals, the elderly, women, and children remain the most vulnerable.
In response to these challenges, the TERA Consortium implements the IMPACT project, which is aimed at rapid multi-sectoral response by combining financial, medical, food, and protection assistance in the most affected regions of Ukraine.
Project Description
IMPACT (Immediate Multisectoral Priority Assistance for Conflict-affected Territories) is a large-scale emergency response humanitarian project implemented with the financial support of the Ukraine Humanitarian Fund (UHF).
The project is implemented by the TERA Consortium and spans frontline, de-occupied, and border territories of Ukraine, providing comprehensive assistance to the affected population through an integrated multi-sectoral approach.
Core Activities
- Multi-Purpose Cash Assistance (MPCA) delivered through regular, lump-sum, and rapid emergency transfers to support the conflict-affected population.
- Emergency evacuation of vulnerable populations from high-risk zones using specialized vehicles tailored for low-mobility individuals and stretcher-bound patients.
- Delivery of mobile medical services providing primary healthcare and management of chronic non-communicable diseases (NCD) in underserved communities.
- Comprehensive support to healthcare facilities through the procurement and donation of essential medicines, medical commodities, and equipment.
- Ensuring food security and hygiene assistance through the distribution of emergency kits (WASH/Ready-to-Eat survival kits) to isolated and vulnerable groups.
- Providing child protection and psychosocial support through mobile child-friendly spaces, adult PSS, and laboratory conditional medical vouchers for women.
- Implementing a comprehensive Duty of Care package for frontline humanitarian staff and volunteers, including PPE, insurance, IFAKs, and specialized safety training (HEIST/First Aid).
Project Geography
The project covers frontline and conflict-affected regions of Northern, Eastern, and Southern Ukraine: Chernihivska, Sumska, Kharkivska, Donetska, Zaporizka, Dnipropetrovska, Mykolaivska, and Khersonska oblasts.
Expected Results
- Direct, lifesaving assistance provided to over 69,500 conflict-affected people, including more than 13,800 Persons with Disabilities.
- Approximately 32,600 individuals supported through Multi-Purpose Cash Assistance (MPCA).
- Over 20,400 primary healthcare consultations delivered by Mobile Medical Units.
- Direct capacity and continuity of care support provided to 17 functional health facilities.
- Distribution of 13,000 Ready-to-Eat (Survival) food kits and 14,300 WASH/hygiene kits.
- Lifesaving evacuations conducted for 2,297 people from combat zones.
- Psychosocial and mental health support (MHPSS) for adults and children (780+ adults via PSS, 180 children via child-friendly spaces).
- Enhanced transparency, operational verification, and integrity through the cloud-based “Glassbox” digital pilot system.
