Background
At the end of 2025, Ukraine faced a new wave of evacuations from frontline territories. According to humanitarian partners, the vast majority of evacuees were elderly persons, persons with disabilities, and citizens with limited mobility. At the same time, a significant portion of collective sites did not meet accessibility requirements and needed adaptation for the safe accommodation of the most vulnerable population categories.
An additional challenge was the reduction of humanitarian support in the western and central regions of Ukraine, which increased the burden on local communities and organizations working with internally displaced persons. In response to these needs, the ACCESS project was created, aimed at developing accessible infrastructure, strengthening local capacities, and providing comprehensive support to people forced to leave their homes.
Project Description
ACCESS (Assistance for Collective Centers and Essential Support Services) is a humanitarian project that combines the modernization of collective centers with the provision of comprehensive protection services, psychosocial support, social transportation, and home-based care for internally displaced persons and the local population in need of additional support. The project is implemented with the financial support of the Ukraine Humanitarian Fund (UHF).
Core Activities
- Assessment and modernization of collective sites in accordance with accessibility standards.
- Provision of case management services and individualized accompaniment for vulnerable population categories.
- Conducting individual and group psychosocial support sessions.
- Organization of social transportation for low-mobility individuals.
- Provision of home-based care services.
- Conducting training for community representatives, local self-government authorities, and civil society organizations on inclusion and protection issues.
Project Geography
The project is implemented in Lvivska and Rivnenska oblasts. Activities cover both transit hubs for evacuated populations and hromadas hosting internally displaced persons, particularly in the Dubenskyi and Sarnenskyi raions of Rivnenska oblast.
Expected Results
- Comprehensive support for over 3,000 internally displaced persons.
- Modernization of 9 collective centers following the assessment of 24 facilities.
- Provision of social transportation for 290 individuals.
- Provision of home-based care services for 160 people.
- Psychosocial support for over 1,060 individuals.
- Provision of emergency financial assistance to people in crisis situations.
- Capacity building for local authority representatives and humanitarian organizations in the field of inclusion and protection.
